Создает обьект CURLFile, используемый для загрузки файла с
использованием опции CURLOPT_POSTFIELDS.
Список параметров

filename -
Путь к файлу, который будет загружен

mime_type -
Mime-тип файла.

posted_filename -
Имя файла при отправке методом POST.
Возвращаемые значения
Возвращает обьект типа CURLFile.
