Description
Get the local textual representation of a month.
Parameter

$month -
numerical representation of month (0 = January, 1 = February, ...)

boolean
$short -
whether to return the abbreviation
Return value
Returns string name of month on success or PEAR_Error on failure.
Note
This function can not be called statically.
